BBCetc manages the Michigan SBIR/STTR Assistance Program, which provides group training and one-on-one proposal development consulting to Michigan’s technology-based entrepreneurs and early-stage companies. The program’s goal is to increase Michigan’s share of Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) funding by enhancing the competitiveness of SBIR/STTR proposals.

Through the Brownfield Redevelopment Financing Act, Brownfield TIF allows applicable taxing jurisdictions to receive property taxes on the property at the current level and capture the incremental increase in tax revenue resulting from a redevelopment project.

Under a MSF approved Work Plan or Combined Plan, projects can seek reimbursement from state and local property taxes for eligible non-environmental activities. Projects can also seek reimbursement from state and local property taxes for eligible environmental activities through submission of a Work Plan or Combined Plan to the Michigan Department of Environment, Great Lakes, and Energy.

The Capital Access Program is an innovative program available to assist businesses with less than 500 employees with capital needs. The CAP uses small amounts of public resources to generate private bank financing, providing small Michigan businesses access to capital that might not otherwise be available.

The Collateral Support Program is funded by federal dollars provided under the State Small Business Credit Initiative (SSBCI) Act of 2010, and seeks to enable suppliers to acquire the necessary financing that might otherwise be unavailable due to a collateral shortfall according to the lender’s analysis.

The program will supply pledged cash collateral accounts to lenders to achieve this goal for approved projects. To qualify, a business must be engaged with a private lender for the purpose of acquiring a commercial extension of commercial credit.

The U.S. Department of Housing and Urban Development (HUD) allocates Community Development Block Grant (CDBG) funding to the State of Michigan, through the Michigan Strategic Fund (MSF) and MEDC, for further distribution to eligible Units of General Local Government (UGLGs) to carry out MSF-approved activities.

The federal statutory authority for the CDBG program is the Housing and Community Development Act of 1974, as amended (HCDA).

The Critical Industry Program (CIP) provides qualified investments to qualified businesses for deal-closing, gap financing, or other economic assistance to create or retain qualified jobs as a result of a technological shift in product or production or make capital investments, or both, in Michigan as determined by the MSF board.

An applicant for a CIP award must be a qualified business. A qualified business means a business that is located in or operates in Michigan or will locate or will operate in Michigan.

The Michigan Emerging Technologies Fund (ETF) is designed to expand funding opportunities for Michigan technology-based companies in the federal innovation research and development arena by providing match dollars (of up to $25,000 for Phase I and up to $125,000 for Phase II) to eligible Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) proposals.

The Loan Participation Program seeks to enable companies to acquire the necessary financing that might otherwise be unavailable due to a cash flow shortage according to the lender’s analysis. The program will participate by purchasing a portion of the loan from the lender for approved projects.

To qualify, a business must be engaged with a private lender for the purpose of acquiring a commercial extension of commercial credit for a diversification or expansion project.

Match on Main is a small business grant program for eligible businesses in Certified Redevelopment Ready or Michigan Main Street communities. Match on Main provides up to $25,000 for interior and exterior renovations and working capita.

The Michigan Business Development Program is available from the Michigan Strategic Fund (MSF), in cooperation with MEDC. The program is designed to provide grants, loans or other economic assistance to businesses for highly competitive projects in Michigan that create jobs and/or provide investment.

The MBDP is available to eligible businesses that create qualified new jobs and/or make qualified new investment in Michigan.

The Plant Rehabilitation and Industrial Development Districts Act, (known as the Industrial Facilities Exemption) PA 198 of 1974, as amended, provides a tax incentive to manufacturers to enable renovation and expansion of aging facilities, assist in the building of new facilities, and to promote the establishment of high tech facilities.

Private activity bonds are an attractive source of financial assistance to economic development projects in Michigan. They provide profitable firms with capital cost savings stemming from the difference between taxable and tax-exempt interest rates.

Public facilities, which generate a revenue stream, (parking structures for instance) have traditionally been financed by municipalities through tax-exempt “revenue bonds.” Private activity bonds apply this same tax-exempt finance mechanism to the “public purpose” of economic development.

Designed by MEDC in collaboration with the Michigan Municipal League, PSCP is a crowd-granting initiative that can provide matching grant funds for crowdfunded public space projects through Patronicity, an online, crowdfunding platform.

To qualify, companies should have 10-99 employees with annual revenue between $1 million and $50 million and be on an upward growth trend. The MEDC covers all costs.
